Raleigh, NC - Hunting Ridge Road & Northbrook Drive Streambank Stabilizations

The Project consists generally of the following major items: The projects included within this bundle, include streambank stabilization on two separate private properties located within the City of Raleigh. Each project will protect homeowner's houses and associated infrastructure that are in the immediate vicinity of failed/actively eroding streambanks using boulder toe revetment walls and natural channel design methods to realign the channel, establish stable channel dimensions and profile geometry, and multiple in-stream structures made of natural materials to control grade.

PreBid Info:   A Non-Mandatory Pre-Bid Meeting will be held in room 305 of the Raleigh Municipal Building located at 222 W. Hargett St., Raleigh NC 27601. Please bring a current company business card to leave with the City’s project manager. It is highly recommended that all prospective bidders visit each of the project sites to assess construction access.

Bid Info:   Sealed Bids will be received or can be mailed until January 16, 2024 at 4:00 PM, to One Exchange Plaza, 7th Floor, Room 706, Raleigh NC 27601 or can be delivered on January 17, 2024 from 11:00 AM until 12:00 PM to Room 305 of the Raleigh Municipal Building located at 222 W. Hargett St., Raleigh NC 27601, at which time and place bids will be publicly opened and read aloud for the construction of the Hunting Ridge Rd. + Northbrook Dr. Streambank Stabilizations project. Due to room capacity limitations, we ask that only one representative per company attend. Attendance for the Bid Opening is optional.

Any follow-up questions regarding the project plans or Pre-Bid meeting need to be submitted to Gilles Bellot at gilles.bellot@raleighnc.gov by January 4, 2024 at 4:00 PM for consideration. Answers to questions or a final addendum, if needed, will be issued by January 9, 2024 to all bidders’ email addresses.

After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/City Council reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract.

Bidders will be required to show evidence that they are licensed to perform the work in the Bidding Documents as required by North Carolina General Statute, Chapter 87 and the Instruction to Bidders.

Bid Security in the amount of five percent (5%) of the Bid must accompany each Bid and shall be subject to the conditions provided in the Instruction to Bidders.

Pursuant to General Statutes of North Carolina Sections 143-128.2 and 143-131, and in accordance with City policy, the City of Raleigh encourages and provides equal opportunity for certified Minority and Woman-Owned Business Enterprise (MWBE) businesses to participate in all aspects of the City’s contracting and procurement programs to include Professional Services; Goods and Other Services; and Construction. The prime contractor will be required to identify participation of MWBE businesses in their Bid, and how that participation will be achieved.

Furthermore, the City’s goal is to contract or sub-contract fifteen percent (15%) of the contract amount to certified MWBEs on construction projects over $300,000, or with contracts that include $100,000 or more in state funding.
