Ashe County (NC) Airport - Partial Parallel Taxiway and Apron Expansion

Ashe County and the Ashe County Airport (Airport) are proceeding with the Partial Parallel Taxiway and Apron Expansion Project which consists of the western portion of the parallel taxiway and Phase 1 of the apron expansion as identified on the Airport Layout Plan (ALP). It was also decided to include approximately 6 acres of clearing and grubbing as well as approximately 2.5 ac of slope clearing with the project. This work is scheduled to occur around the same time as anticipated construction for this project.

The overall scope of work for the project includes removal of existing pavement and marking; proposed paving; aggregate base course; grading; taxiway lighting and signage; electrical duct bank installation; electrical vault modification; drainage improvements; wind cone relocation; and obstruction removal.

The project will take place at the Ashe County Airport (GEV), which is located approximately three miles north east of Jefferson, NC. The coordinates and elevation of the airport are 35o25’56.83”N, 82o25’14.62”W and 3,181 feet above sea level. A single runway oriented east-west serves the airport. Runway 10-28 is 75 feet wide and 5,001 feet long. The runway system is currently serviced by a single connector taxiway to the apron.

Bids received after the stated time will not be accepted.

Sealed envelopes containing bid proposals shall be addressed to: Mr. Eric Payne, Airport Manager, Ashe County Airport, 639 Airport Road, Jefferson, North Carolina 28640
Envelopes must be marked “Bid Proposal – GEV – Partial Parallel Taxiway and Apron Expansion” and must have the bidder’s North Carolina contractor’s license number on the envelope.

Contractor shall meet the following bidding requirements:


*Contractors must be listed on the NCDOT Prequalified list as a bidder or Prime to bid on this project.
*Contractors, including subcontractors, must have a NC Contracting License pertaining to their discipline of work.
*Contractors, including subcontractors, must be prequalified by the NCDOT to perform the work pertaining to their specific scope of work in the contract. The prime contractor for the project must be prequalified by the NCDOT as a prime.

Bid security in the form of a bid bond equal to 5% of the total amount bid is required. Contract security in the form of 100% Performance and Payment Bonds will be required.

No bid may be withdrawn after closing time for the receipt of bids for a period of ninety (90) calendar days.

Written questions from prospective bidders will be accepted until 5:00 p.m., EST., Friday, February 19, 2021. After that, no questions will be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.

The project is conditioned upon the receipt of Federal and State funding. Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded:

a. Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.
b. Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.
c. Copeland Act, 29 CFR Part 3.
d. Contract Work Hours and Safety Standards Act.
e. Title VI of Civil Rights Act of 1964.
f. Disadvantaged Business Enterprises participation 49 CFR Part 26 will be required as described in Subpart D of Regulation 49 CFR Part 26, and all pertinent amendments.

By submitting a bid under this solicitation, except for those items listed by the Bidder in a clearly identified attachment to the Bid, the Bidder certifies that steel and each manufactured product, is produced in the United States (as defined in the clause Buy American - Steel and Manufactured Products for Construction Contracts) and that components of unknown origin are considered to have been produced or manufactured outside the United States.

Notice is hereby given to all bidders that Executive Order 11246 and Title VI of the Civil Rights Act of 1964, 78 Sta. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Part 21 are applicable to this contract.

Ashe County reserves the right to waive any informalities or irregularities in or reject any or all bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner's best interest. Notice is hereby given that the bid documents for this project contain a provision for participation by Minority Business Enterprises (MBE), Woman Business Enterprises (WBE) and Disadvantaged Business Enterprise (DBE). This project has a 5% DBE goal for Schedule 1, a 5% Combined MBE/WBE goal for Schedule 2, and a 14% Combined MBE/WBE goal for Schedule 3 of the total dollar value of the schedule of work to be completed as outlined by the plans specifications.
