Gaston County, NC - Dallas Park ADA Lake Trail Paving Project

The project consists of site modifications including the removal of the existing gravel 1600 linear foot walking lake trail and paving the trail to meet ADA standards per project plans. The project will include site grading, installation of and removal of approximately 100 LF of storm drain pipe, installation of 3 storm drain structures, and associated work as described in the Contract Document.

PreBid Info:   A Pre-Bid Conference will be held at the project site: Dallas Park, 1303 Dallas- Cherryville Highway, Dallas, NC 28034. Prospective bidders are to meet in the parking area for the Pre-bid meeting. Pre-Bid meeting attendance is not mandatory but recommended. The deadline for all questions prior to the project bid opening is January 10, 2023.

Box 1578, Gastonia, NC, 28053-1578, or hand delivered to the Public Works Project Coordinator, Gaston County Courthouse, Suite 1051, 325 Dr. Martin Luther King Jr. Way, Gastonia, N.C. 28052. It is the responsibility of the bidder to assure that his/her bid is in the office of the Public Works Project Coordinator prior to 2 PM on bid opening day. Each proposal must be accompanied by a cash deposit or certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation payable to Gaston County Board of Commissioners in the amount of five percent (5%) of the gross amount of the proposal or in lieu thereof a bidder may offer a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in the event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 60 days.

All bidders must be properly licensed under applicable laws of the State of North Carolina, at the time of bid submittal.

Gaston County has established a verifiable goal of 10% for participation by minority business in building construction contracts awarded pursuant to N.C.G.S. 143- 128. Prospective Bidders should refer to Gaston County Contract Signature Page. The MB Participation forms provided in the Bid Document shall be submitted by all prospective Bidders.

The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.

The Owner reserves the right to reject any or all bids for any or no reason, and to waive informalities.

The successful bidder shall be notified by the Owner of award by mail, and said successful bidder shall within ten days thereafter, execute the Standard Form of Agreement between Owner and Contractor (EJCDCC-522, 2016 Edition).

Gaston County encourages the participation of minority and women/historically underutilized business enterprises. All bidders are hereby notified that they shall comply with the Gaston County Minority and Women’s Business Enterprise (MWBE) Policy. MWBE requirements are included in the specifications. Gaston County reserves the right to reject any or all proposals and to award the contract in a manner deemed to be in the best interest of Gaston County.
