Sealed bids for the construction of the new Sampson
County Emergency Services and Sheriff’s Office Storage Building project located
at 120 Fontana Street in Clinton, North Carolina will be received by the Sampson
County Manager, until 2:00 p.m. on Wednesday, September 28, 2022 and
thereafter opened and publicly read. The bids may be mailed to the County
Manager, Sampson County, 406 County Complex Road, Building C, Clinton, NC
28328.
Change in Venue for the Re-Bid opening. The Re-Bid will take place in the
Sampson County Board Conference Room at the Sampson County Administration
Building C, 406 County Complex Road, Clinton, NC, 28328.
There will not be an additional Pre-Bid Conference. Bidders who did not attend
the previous Pre-Bid Conference shall also be permitted to submit bids.

Each proposal must be accompanied by a cashier’s check issued by or a certified check drawn on a bank
of trust company insured by the Federal Deposit Insurance Corporation payable to Sampson County,
North Carolina in an amount of five percent (5%) of the gross amount of the proposal or by a bond in the
above amount executed in accordance with and conditioned as prescribed by G.S. 143-129, State of North
Carolina. If the successful bidder fails to execute the contract within ten (10) days after the award of the
project, the Owner will retain the above deposit. If the successful bidder fails to provide satisfactory
Performance and Payment Bonds, the Owner will retain the above deposit. All contractors are hereby
notified that they shall be properly licensed under the state laws governing their trades.
The Sampson County Board of Commissioners reserves the right to reject any and all proposals, to waive
minor deviations or defects, and to cancel the Bid Process at any time.
The successful General Contractor will be required to provide a Performance Bond and Payment Bond for
100% of Contract Amount after selection.
Sampson County encourages participation by female, minority, and veteran owned businesses in all
County construction contracts pursuant to G.S. 143-128.2, State of North Carolina.
