The Asheville Regional Airport Stormwater Improvements Project consists of stormwater drainage improvements at five separate locations on airport property. The scope of work includes clearing and grubbing, demolition of existing drainage and pavements, grading, drainage, gravel road installation, sediment and erosion control, and seeding and mulching.

All Contractors are hereby notified that they shall have proper Contractor’s licenses as required by the state laws governing their respective trade in the state where this Project is located. Contractors shall meet the following bidding requirements:

• Contractors must be listed on the NCDOT Prequalified list as a bidder or Prime to bid on this project.
• Contractors, including subcontractors, must have a NC Contracting License pertaining to their discipline of work.
• Contractors, including subcontractors, must be prequalified by the NCDOT to perform the work pertaining to their specific scope of work in the contract. The prime contractor for the project must be prequalified by the NCDOT as a prime.
• Work codes for this project include, but are not limited to:, 225 ROADWAY GRADING AND EXCAVATION, 310 PIPE INSTALLATION, 520 AGGREGATE BASE COURSE, 840 MINOR DRAINAGE STRUCTURES (DROP INLETS, CATCH BASINS, ETC.), 1605 TEMPORARY SILT FENCE, 1631 ROLLED EROSION CONTROL PRODUCTS, 1660 SEEDING AND MULCHING.
• Work code 00099 OTHER will not be accepted unless otherwise approved by the NCDOT or NCDOA that the work associated with that work code description for the contractor matches the work for the project.

Bids submitted by Contractors not meeting the above bidding requirements at the time of the bid opening may be deemed unresponsive by the Authority. The Authority in accordance with Title VI of the Civil Rights Act of 1964, 78 Statute, 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Non-discrimination in Federally Assisted Programs of the Department of transportation issued pursuant to such Act, hereby notifies all Bidders that it will affirmatively insure that in any Award made pursuant to this advertisement, Disadvantaged Business Enterprises (“DBE’s) will be afforded full opportunity to submit Bids in response to this invitation and that no Bidder will be discriminated against on the grounds of, race, creed, handicap, color, religion, sex or national origin in consideration for an Award. The Authority hereby notifies all bidders that it will affirmatively ensure that DBE’s, as defined in 49 Code of Federal Regulations Part 23, will be afforded full opportunity to submit bids in response to this invitation and that no bidder will be discriminated against on the grounds of race, color, creed, age, sex or national origin in consideration for an award issued pursuant to this advertisement.

The Authority reserves the right to waive any informality in any bid, to reject any and all bids and to negotiate with the bidder whose bids, in the Authority’s opinion, is the best bid offered and the most advantageous to the Authority, to such extent as may be necessary. Purchase of the Product specified in the Bid Documents may be subject to availability of federal or local funding.
