BID SUBMISSION REQUIREMENTS

a. Bid Submittal Deadlines. The Board will begin accepting Bids no earlier than June 1, 2022. All Bids shall be submitted to and received by the Board no later than June 7, 2022 at 2:00 PM EST. All Bids shall be delivered to the Board in accordance with the requirements of the RFB. Any Bids received after this date and time shall be rejected without exception.

b. Bid Submittal Requirements. All Bids shall be submitted in a sealed box or opaque envelope, upon blank forms provided in the RFB. The sealed box or opaque envelope shall be plainly marked:
Rivergate ABC Store #XX
[NC#: 20-030]”
The sealed box or opaque envelope shall also be marked with the Bidder’s name, address, North Carolina contractor license number, and name and phone number of a contact person.
All Bids shall be shipped, mailed, or delivered to the following address: Mecklenburg County ABC Board

Electronic (email) or facsimile submissions [WILL NOT] be accepted.
There is no express or implied obligation for the Board to reimburse Bidders for any expenses incurred in preparing Bids in response to this RFB.
The Board reserves the right to reject any or all Bids, to waive technicalities and to make such selection deemed in its best interests. The Board further reserves the right to extend the solicitation opening date as appropriate in order to assure a competitive procurement.

c. Bid Bond. Each Bid shall be accompanied by a bid bond, in the form of Appendix C of this RFB, payable to the Board for an amount of not less than five percent (5%) of the total amount bid (“Bid Bond”); or in lieu of the Bid Bond, the Bidder may offer the bid deposit in the form of a cashier’s check, or a certified check on a bank or trust company insured by the FDIC (“Bid Deposit”). The Bid Bond must be executed by a corporate surety licensed in North Carolina. The Bid Deposit may be held for a period of sixty (60) days pending award of the contract. Notification of award of contract shall be evidence of intent to contract and shall extend time for holding the contractor's Bid surety for a time mutually agreed between the Board and the Bidder.

d. Bid Submittal Package. The bid submittal package must include:
 i. Attachment 1 – Bid Price Form (signed);
 ii. Attachment 2 – Bid Submission Form (signed);
 iii. Attachment 3 – Bid Bond Form (signed), or other allowable Bid security;
 iv. Attachment 4 – Affidavit of Organization and Authority (signed);
 v. Attachment 5 – Certified List of Major Subcontractors (signed);
 vi. Attachment 6 – Qualifications of Bidders;
 vii. Attachment 7 – Non-Collusion Affidavit (signed);
 viii. Attachment 8 – Non-Discrimination Clause (signed);
 ix. Appendix C – Board SBE Forms (signed);
 x. Photocopy of Bidder’s North Carolina Contractors License.

e. Non-Mandatory Pre-Bid Virtual Meeting.
A Non-Mandatory Pre-Bid Conference will be held on Tuesday, May 24, 2022 at 2:00 PM EST via a Zoom link. Interested parties shall email Antonio@neighboringconcepts.com for access information. Representatives from the Board will be on-hand to give a brief overview of the Project and to answer questions. Attendance at this meeting is strongly encouraged. Individual site visits will not be offered.

f. Bid Questions. Bid questions will be due on or before May 31, 2022 at 6:00 PM EST. The primary purpose of this is to provide participating Bidders with the opportunity to ask questions, in writing, related to the Contract Documents. Submit questions by email to Antonio Barnes at antonio@neighboringconcepts.com by the deadline shown above. (Do not send questions in a graph or Excel sheet format.) The email subject line should be identified as follow: RIVERGATE ABC Questions. All questions and answers may be posted as addenda on www.duncan-parnell.com.

g. Bid Addendum. The Board may modify the Contract Documents prior to the date fixed for submission of Bids by the issuance of an addendum. Should a Bidder find discrepancies or omissions in the Contract Documents or any other documents provided by the Board, the Bidder should immediately notify the Board of such potential discrepancy in writing via email as noted above. Any addenda to these documents shall be issued in writing. No oral statements, explanations, or commitments by anyone shall be of effect unless incorporated in the written addenda. Receipt of Addenda shall be acknowledged by the Bidder on Appendix A – Bid Price Form.
