CHARLESTON COUNTY SCHOOL DISTRICT INTENTS TO REDEVELOP AN EXISTING ELEMENTARY SCHOOL DROP OFF/PICK UP LOOP CONSISTING OF APPROXIMATELY 0.41 ACRES ON A 5.9 ACRE SITE AT 1576 HARBOR VIEW ROAD (TMS 424-06-00-007) ON JAMES ISLAND IN THE CITY OF CHARLESTON, CHARLESTON COUNTY, SOUTH CAROLINA. THE SITE IS BORDERED BY A RESIDENTIAL PARCEL TO THE NORTHWEST, HARBOR VIEW ROAD (S-10-1028) TO THE SOUTH, FRAMPTON STREET TO THE EAST (SCDOT MAINTAINS FROM HARBOR VIEW ROAD TO BURNING TREE AS S-10-1141, THE REMAINDER IS CITY), INVERNESS DRIVE TO THE NORTH, AND CHEVES DRIVE (S-10-629) TO THE WEST. THE REDEVELOPMENT WILL CONSIST OF ADDING ADDITIONAL STUDENT DROP OFF/PICK UP LANES ON THE NORTH SIDE OF THE SITE. A LIMITED AMOUNT OF GRASSED OVERFLOW PARKING AREA WILL BE REMOVED TO ACCOMMODATE THE ADDITIONAL LANES. ADDITIONAL UNDERGROUND DETENTION STORAGE WILL BE ADDED TO ACCOMMODATE ADDITIONAL IMPERVIOUS AREA RUNOFF. WAYFINDING SIGNS WILL BE INSTALLED TO DIRECT TRAFFIC APPROPRIATELY. STORMWATER MANAGEMENT HAS BEEN DESIGNED TO MEET OR EXCEED THE MINIMUM REQUIREMENTS SET FORTH BY THE CITY OF CHARLESTON. ON-SITE STORMWATER CONVEYANCE WILL CONSIST OF THE EXISTING UNDERGROUND PIPE NETWORK MODIFIED FOR THE LANE ADDITIONS CARRYING STORMWATER TO THE EXISTING UNDERGROUND DETENTION STORAGE NETWORK TO BE EXPANDED WHERE IT WILL BE DETAINED AND RETAINED TO ACHIEVE THE REGULATED POST-DEVELOPMENT CONDITIONS. A STORMWATER POLLUTION PREVENTION PLAN (SWPPP) HAS BEEN DEVELOPED IN ACCORDANCE WITH THE GOVERNING AGENCY. THE CONSTRUCTION ACTIVITIES WILL BE IMPLEMENTED IN SINGLE EROSION PREVENTION AND SEDIMENT CONTROL PHASE. THE PLAN SHOWS INSTALLATION OF PERIMETER CONTROLS, AND SEDIMENT CONTROL BMPS, AS WELL AS THE INSTALLATION OF FINAL STABILIZATION MEASURES WHEN THE PROJECT IS COMPLETE. THERE WILL BE NO WATER, SEWER, OR DRY UTILITY MODIFICATIONS AS PART OF THIS PROJECT. THE SITE WILL BE ACCESSED BY EXISTING INFRASTRUCTURE WHICH CONNECTS TO FRAMPTON STREET.

All bids are to be accompanied by a bid bond or certified check of not less than five percent (5%) of the base bid. Bid securities of the three low bidders will be retained until Contract award and execution.

Bids will be binding for a period of sixty (60) calendar days from the date bids are opened.

The successful bidder will be required to furnish Performance Bond and Labor and Materials Bond in the amount of one hundred percent (100%) of the Contract Amount.

Bids are to be submitted on the bid form provided, enclosed in a sealed opaque envelope bearing the name and address of the bidder, contractor's license number, identification of contract being bid and name of project. All bids must comply with the laws of the State of South Carolina.

THE OWNER RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, WAIVE INFORMALITIES AND AWARD THE CONTRACT IN THE BEST INTEREST OF THE OWNER.
