Albemarle, NC - Falcon Alley Improvements

The project will include but not limited to demolition, grading, asphalt and concrete paving and striping, drainage, partition screen walls, water utilities/irrigation, structural steel signage and screen support posts, electrical, synthetic turf surfacing with subdrainage, pole foundations, dumpster pad, site furnishings, landscape, lighting, and signage.

Attention Plan Holders:
Late questions have led the design team and the City to believe that definition of roles regarding the irrigation water line tap are not clear in the documents. The City will make the tap in-house with the Public Utilities Department doing that work and no tap fees will be charged. The work done in-house by the City will include the tap and a meter setter. Any work behind the meter setter will be the responsibility of the contractor. Please adjust bids accordingly.

PreBid Info:   A Pre-Bid Meeting will be held on at the City of Albemarle City Hall – 144 North Second Street, Albemarle NC 28001, in the Ray Allen Room. Representatives from the City of Albemarle and McAdams will be present to discuss the Project. Minutes of the meeting will be distributed as part of an Addendum.

Bidders are responsible for legibly signing the attendance list.

Bids shall be submitted on the form provided in the Project Manual. The form shall be accompanied by the Bid Bond (if applicable). All bids will be placed in a sealed envelope having the Bidder's name, address, North Carolina General Contractor's License Number, and the statement "BID FOR FALCON ALLEY DO NOT OPEN UNTILL 10/14/2021 AT 2:00 P.M.

Bidders will comply with all applicable laws regulating the practice of General Contracting as required by the General Statutes of North Carolina which requires the Bidder to be licensed by the North Carolina Licensing Board for Contractors when bidding on any project where the bid is $30,000 or more. The Bidder will indicate his North Carolina General Contractor's License Number, Classification(s), and Limits in the space provided on the signature page of the proposal. The City of Albemarle requires that all Contractors performing landscaping work be registered with N.C. Landscape Contractors Registration Board in accordance with chapter 89-D of the N C General Statutes.

Bid Security - If the bid does not equal or exceed $300,000, a bid security is not required. A bid security in the amount of five percent (5%) of the contract sum must be submitted with each bid. The bid security will be in the form of cash, a cashier's check or a certified check from a bank or trust company insured by the Federal Deposit Insurance Corporation made payable to the order of the City of Albemarle. In lieu of making a cash deposit, the bidder may submit a bid bond executed by a corporate surety licensed in North Carolina to execute such bonds.

Drug Free Workplace - The City has adopted a policy requiring City construction and service Contractors to provide a drug-free workplace in the performance of any City contract.

Non-Discrimination Policy - Bidders will ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, disability, or veteran's status.

Bids may be held by the City of Albemarle for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing bids and investigating qualifications of bidders. The City also reserves the right to reject any and all proposals and to waive informalities or technicalities as it may deem to be in its best interest.

The Contractor further agrees to pay as liquidated damages, the sum of $1,000.00 for each consecutive calendar day that the CONTRACTOR fails to complete the WORK indicated, by this special provision.
