Mooresville, NC - RFQ On-Call Consulting Services for Transportation Planning Projects (2021-01)

The Town of Mooresville (Town) is soliciting Statements of Qualifications (SOQs) from firms/teams (Firms) to provide on-call consulting services for transportation planning services. The Town is seeking firms that are knowledgeable regarding federal regulations in general, and firms whose combination of experience and expertise will provide timely, professional services to the Town. The Town reserves the right to enter one or more contracts with any firm selected under this RFQ process. Funding for the on-call services will be identified as the need arises and a contract with a five (5) year term is anticipated. A firm will not be considered unless the following minimum requirements are met: 1. A firm must be properly registered with the Office of the Secretary of State of North Carolina; and ? 2. The primary and any subconsultant firms(s) shall be prequalified by North Carolina Department of Transportation (NCDOT) to perform the required services. The firm should be prequalified with NCDOT under the following Work Codes/Discipline Codes as identified under section 1.2 Project Overview.

Project Overview The Town, in cooperation with the Charlotte Regional Transportation Planning Organization (CRTPO) and the State of North Carolina, develops transportation plans and programs for its planning area. These plans (1) assist governing bodies and official agencies in determining courses of action and formulating attainable capital improvement programs in anticipation of community needs; and (2) guide private individuals and groups in decision making that can be important factors in the pattern of future development and redevelopment of the area. The goals of the CRTPO are to: ? Provide, manage, and maintain a safe, efficient, and sustainable transportation system for all modes of travel, intended to serve all segments of the population; ? Encourage walking, bicycling and transit options, integrated with motor vehicle transportation, by providing a transportation system that serves the public with mobility choices; ? Provide a sustainable transportation system that improves the quality of life for residents, promotes healthy living, and is sensitive to significant features of the natural and human environments; ? Promote equitable transportation options for low income and minority neighborhoods, as well as the aging population; ? Encourage regional collaboration and linkages between transportation and land use planning; ? Support economic competitiveness by making investment decisions for transportation modes that make the most efficient use of limited public resources and enhance system performance, as well as by pursuing sustainable funding possibilities; and ? Maximize transportation opportunities for the movement of goods. The Town is seeking qualified consulting firms, on an as-needed basis and consistent with the Town’s and the CRTPO’s goals and objectives, with various consulting, planning, or analysis services. Firms selected for these services may receive multiple task orders or none. Services may include, but are not limited to, the following: ? Engineering and planning related to roadway and intersection projects. ? Multi-modal engineering and planning; ? Assistance implementing, updating, and maintaining the local Comprehensive Transportation Plan; ? Transportation studies, including but not limited to, corridor and sub-area studies, traffic simulation, traffic analysis, traffic calming, traffic signals management, project planning, Vision Zero Action plans and implementation studies, and environmental analysis and design; ? Incorporating performance targets and milestones into planning recommendations; ? Public involvement activities, including but not limited to, assisting with outreach activities, website improvements, public outreach document preparation, visualization, and graphics.
