Wilkes County (NC) Airport - Booster Pump Station and Fire Water Service Upgrade (20190570.00.CL)

Work of the Project includes the construction of a new 2,500 gallon per minute packaged fire water booster pump station and 125,000-gallon ground-level, welded steel water storage tank along with associated site, piping and valving, electrical and controls work at the existing Wilkes County Airport fire water tank and booster pump station site. An additive alternate bid to the base contract described above will be to construct a 150,000-gallon (useable volume) welded steel water storage tank in lieu of the 125,000-gallon tank. The Project also includes the installation of approximately 1750 LF of a new parallel 8-inch PVC C900 fire water service (FWS) pipe that will connect to an existing 8-inch FWS pipe and increases to a 10-inch PVC C900 FWS before connecting to an existing 10-inch FWS pipe that will serve a new aircraft hangar fire suppression system . This work includes but is not limited to site preparation; implementation of erosion control measures; design and construction of the tank and packaged booster pump station foundations. The Work includes all items as indicated elsewhere in the Specifications and Drawings. All of the work shall be in complete accordance with the latest version of the applicable National Fire Protection Association (NFPA) standards.

Bid Info:   Sealed bids will be received by Wilkes County in the Conference Room, of Airport Terminal Building, 640 Wood Wallace Drive, North Wilkesboro, NC 28659 for construction of Booster Pump Station and Fire Water Service Upgrade at which time they will be publicly opened and read aloud at Airport Terminal Building, 640 Wood Wallace Drive, North Wilkesboro, NC 28659.

Bids must be submitted on the complete project and must be enclosed in a sealed envelope, addressed to Wilkes County, To: John Yates, County Manager; @ 640 Wood Wallace Drive, North Wilkesboro, NC 28659. Outside of the envelope must be marked “Bid for Booster Pump Station and Fire Water Service Upgrade.” Envelope must also bear, on the outside, the name of the bidder, bidder’s address, and bidder’s license number. All bids must be made on blank forms provided and included in the bound document or as provided by Addendum prior to bid.

Each proposal shall be accompanied by a cash deposit or certified check, drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent of the proposal. In lieu thereof, the bidder may offer a bid bond of five percent of the bid prepared on the Bid Bond form contained within the Contract Documents or a Surety Company's Standard Bid Bond form, duly executed by the Bidder as principal and executed by a surety company licensed under the laws of North Carolina to execute such bonds and listed in the latest issue of U. S. Treasury Circular 570, conditioned that the surety will, upon demand, forthwith make payment to the oblige upon said bond if the bidder fails to execute the contract in accordance with the bid bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the contract within ten days after the award or to give satisfactory surety as required by law.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of 90 days.

Bidders must comply with the President’s Executive Order No. 11246, as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.

The Contractor shall comply with the Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (PL91-596) and under Section 107 of the Contract Work Hours and Safety Standards Act (PL91-54), or latest revisions.

General Contractors are notified that "An Act to Regulate the Practices of General Contracting" ratified by the North Carolina General Assembly on March 10, 1925, and as subsequently amended will be observed in receiving bids and awarding General Contracts.

All Equipment/Manufacturer “Or-Equal” Qualification Packages, per Paragraph 11.0 of the Instructions to Bidders, (Document 00 21 14) must be submitted at least ten days prior to the advertised bid date.

The Owner reserves the right to reject any or all bids and to waive informalities and technicalities.
