Mecklenburg County, NC - Foxhole Landfill Phase 2 Cell 2 Construction Project

The Work to be performed under this Contract generally includes the construction of Phase 2 Cell 2 of the Foxhole Landfill. The Work includes the development of an on-site borrow pit and off-site sourcing of soils, grading (cut/fill) of the Phase 2 Cell 2 area, installation and tie-in of an 18-inch low permeability soil layer, HDPE liner, geosynthetic clay liner, drainage layer, and protective cover, in addition to stormwater and erosion and sedimentation controls and other details as shown on the Drawings and noted in the Specifications. The constructed lined area of the Phase 2 Cell 2 will be approximately 14 acres.

PreBid Info:   Due to COVID-19 and recommended guidelines on social distancing, the pre-bid conference will consist of a recommended but non-mandatory virtual meeting. The pre-bid conference will be held to discuss the requirements of the Contract Documents and review the summary of work.

If a bidder would like to participate in the pre-bid conference, contact Bridget Wlosek of CDM Smith via email at wlosekbk@cdmsmith.com. The meeting will be held on the Microsoft Teams platform. Detailed instructions on how to access the virtual pre-bid meetings on MS Teams will be provided with the meeting invite. It is recommended that the Microsoft Teams App is downloaded on your computer or mobile device prior to the pre-bid conference.

Bid Info:   Sealed Bids for construction of Phase 2 Cell 2 of the Foxhole Landfill will be received by Mecklenburg County at 2145 Suttle Ave, Charlotte, NC 28208 until 2:00 PM, September 17, 2020. Details for location and procedures for submission will be provided to registered bidders prior to this date, as well as details for providing for the requirement that the bids be publicly opened and read aloud. Bids received after this time will not be accepted. The time the bid is received according to the designated recipient shall determine the time of receipt.

Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five percent of the Bid.

Bidders may not withdraw their Bids for a period of forty-five days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids, unless withdrawal is in accordance with North Carolina General Assembly Chapter 143 Section 129-1.

The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.

Complete instructions for filing Bids are included in the Instructions to Bidders, including information on a non-mandatory pre-bid meeting, submission of questions, and completion of included forms. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.

Any print order placed on this site includes all plans and specifications, including any addenda released at the time of order. Planholders will be notified by email when future addenda are issued. It is the responsibility of each plan holder to download the addenda. Shipping, if required, will be charged to each order.

ADDENDA DISTRIBUTION

Existing planholders will be notified by email upon the release of any addenda. Failure to order bid sets through Duncan-Parnell may prevent you from being notified of issued addenda.
