Ocean Isle Beach NC Town Hall

The project includes the completion of a new town hall facility for Ocean Isle Beach, NC. The facility has a total building footprint of +/- 27,000 sf. The facility is two-story, slab-on-grade. The building construction consists of metal stud, steel frame construction with a metal roof. The formerly undeveloped site is approximately 2.16 acres. The site will be improved to include parking, drainage and pavement. Utilities will includes, but not be limited to, installation of new storm piping structures, installation of domestic and fire water lines, new sanitary sewer lines with septic field. Limited landscaping is included. Bids should include a base bid and alternates.
Work includes all required sitework and construction and completion of the Town Hall as described above.
The Owner shall have the right to accept Alternates in any order or combination, and to determine the low bidder on the basis of the sum of the Base Bid and alternates accepted.

PreBid Info:   A MANDATORY Pre-Bid Conference and Site Inspection will be at the existing Town Hall. Contractors will then be allowed to tour the grounds of the project site located near the intersection of Causeway Drive and Rick Street, adjacent to Dent Street. No other scheduled tours will be conducted. Only those firms with a representative registered in attendance will be permitted to submit a bid. There will be no late attendance permitted once the meeting has begun.

Written, sealed proposals for the Ocean Isle Beach Town Hall project for the Town of Ocean Isle Beach, NC will be received by the Town, at the existing Town Hall. Bids will then be publicly and promptly opened and read aloud at the designated time by the Purchasing Officer. Bids that are not in the Owner’s possession prior to the stated opening date and time will be considered NONRESPONSIVE and returned unopened. An official authorized to bind the Bid must sign all bid documents submitted.

General Conditions and Requirements:
The work performed under this Contract shall include, but may not be limited to: the furnishing of all labor, materials, equipment and services, whether specifically mentioned or not, that is required to complete the Construction of the Work of the project. All requirements of the State of North Carolina and all pertinent administrative regulations shall apply to this project as if herein written out in full.

Each proposer shall respond as provided more specifically herein, Section 00100, Instructions to Bidders, Paragraph IV Preparation and Submission of Bids. Proposals or amendments to proposals received after the proposal deadline will be considered as “Late Proposals” and will not be considered for any cause whatsoever. The Respondent shall sign his / her proposal correctly. All offers shall be entered in ink or typewritten. Proposals may be rejected if any omissions, alteration of form, additions not called for, or any irregularities of any kind are shown. Proposal envelopes or containers with amendments or changes written on the exterior will not be considered or opened. Respondents and their authorized representatives are invited to be present at the proposal opening.

The Construction Contract will be awarded to the firm or team of firms submitting the lowest and most responsive and responsible proposal as determined by the Owner. The Owner reserves the right to reject any and all proposals for any reason at any time prior to execution of the Contract. It further reserves the right to waive any and all technicalities and formalities in the proposal process as well as accept in whole or in part such proposal or proposals where it deems it advisable in protection of the best interests of the Owner and to hold all proposals for examination for a period not to exceed ninety (90) calendar days. The selected Contractor is encouraged to utilize, to the extent possible, local firms and trades from within the area.
