QSCB HVAC Equipment Replacement and Building Controls Replacement - Bid Package #3 – Evaporative Condenser Replacement, Mt. Pleasant Middle School

The scope of work for each of the four schools is indicated within the Contract Documents. Work associated with each facility will be bid as four separate contracts as a base bid. Bid Alternate -4 as listed under the Alternates section will be for the prime contractor to bid all associated work with each facility under a single, combined contract. Various alternates will be received as outlined in the Construction Documents.

PreBid Info:   A Mandatory Pre-Bid Conference will be held on Thursday, February 23, 2012 at 9:00 a.m. in the Facilities Management Department Conference Room, 4401 Old Airport Road, Concord, NC. All prospective Prime Bidders (General Contractors) are required to attend this Pre-Bid conference where the project scope, schedule, etc., will be discussed with interested parties. Any Prime Bidders not attending will not be permitted to submit a bid on the project. A tour of the four schools will be conducted immediately following the Pre-Bid Conference to review the scope of work. This will be the only access bidders may have to the project site prior to construction.

Bids will be received until 11:00 a.m., at which time all bids will be publicly opened and read aloud. PLEASE NOTE THAT THIS PROJECT IS BEING ADVERTISED INDIVIDUALLY, BUT CAN BE BID INDIVIDUALLY, OR TOGETHER AS A 4-SCHOOL PACKAGE. Bid Alternate -4 as listed under the Alternates section will be for the prime contractor to bid all associated work with each facility under a single, combined contract.

The Owner is: Cabarrus County Schools, located at 4425 Old Airport Road, Concord, North Carolina.

The Engineer is: Little Diversified Architecture located at 5815 Westpark Drive, Charlotte, NC 28217. Phone (704) 525-6350.

Cabarrus County is requesting bids for the following four (4) projects located in Cabarrus County, North Carolina.

Bid Package #1 – Chiller Replacement and Building Controls, Beverly Hills Elementary School
Bid Package #2 – Centrifugal Chiller Replacement and Building Controls, Central Cabarrus High School
Bid Package #3 – Evaporative Condenser Replacement, Mt. Pleasant Middle School
Bid Package #4 – Air Handling System Replacement and Building Controls, Mt. Pleasant Elementary School
Bid Package #5 – Combined Bid Price for all four schools listed above (Project Alternate -4)

The project is subject to the requirements of Qualified School Construction Bonds (QSCB), which are contained within Contract Documents.

Work for all three schools must be complete by August 13, 2012 and ready for Owner's immediate use and occupancy. Anticipated start date for construction is March 23, 2012. Work will be required during times when school is in session and after hours work will be permitted. Time is of the essence of these Contracts. Liquidated damages for late completion will be assessed as defined within General Conditions at a rate of $1,000 per calendar day. It is the intent of the Cabarrus County Board of Education to award a contract to the lowest responsive, responsible bidder with approval and acceptance of same by the Board of Education. The General and other Prime Sub-contractors shall only have access to areas of their work upon execution of the Contract(s) and Notice to Proceed. Prime Bidders shall submit at time of bid a completed Qualifications Statement using form AIA Document A305, which shall be used in determining award of contract.

Proposals must be made on forms furnished by Little Diversified Architecture and must be marked, "Proposal for (NAME OF CONTRACT) Renovations to Central Cabarrus High School." The outside of the envelope must also clearly be marked “DO NOT OPEN - BID ENCLOSED.”

Each proposal must be accompanied by a deposit equal to 5% of the net price bid. This deposit may consist of cash, or a Cashier's Check issued by or a Certified Check drawn on a Bank or Trust Company authorized to do business in North Carolina, or a bank insured by the Federal Deposit Insurance Corporation, or a U. S. Money Order payable to Cabarrus County, or 5% Bid Bond in the form required by G. S. 143-129, issued by an Insurance Company authorized to do business in North Carolina, said deposit to be retained in the event of failure of the successful Bidder to execute a formal contract within ten (10) days after award or to give satisfactory surety as required by law.

All bidders are notified that the provisions of N.C.G.S. 143-128, including guidelines for single-prime contracting options and minority business enterprise participation shall be observed in letting and executing the work. The bidder shall provide with the bids, documented proof in the form of MBE Appendix B or Appendix D that MBE goals for participation are made part of the contract.

A Performance Bond and a Payment Bond will be required for one hundred percent of the contract price.

No bid may be withdrawn after the scheduled closing time for the receipt of bids for a period of sixty (60) days. Contractor submitting bid agrees to honor pricing for this period.

All Bidders are notified that they must be properly licensed under the State Laws governing their respective trades and that applicable provisions of Chapter 87 of the General Statutes of the State of NC shall be observed in the receiving of bids and awarding of Contracts for the work.

The Owner reserves the right to reject any and/or all bids, to waive informalities, and to award the Contract to other than the low bidder should it be deemed to the Board of Education's best interest.
