A MANDATORY Pre-Bid Meeting is tentatively scheduled for Tuesday, July 27, 2010 at 9:30 AM (see Addendum #1) at the Pullen Community Center, Room 107, located at 408 Ashe Avenue, Raleigh, NC 27606. The pre-bid meeting will address project specific questions, issues, bidding procedures and bid forms. The meeting will also identify preferred brand alternates and their performance standards that the owner will consider for approval on this project. A site visit will follow the meeting. The tentative Pre-Bid meeting date will be confirmed or revised by an addendum on Thursday, July 22.

Pursuant to General Statutes of North Carolina, Section 143-129, sealed bids are requested and will be received by the City of Raleigh, Parks and Recreation Department at the Raleigh Municipal Building 6th Floor, Room 608, 222 W. Hargett Street, Raleigh, North Carolina 27601 up to the time of 3:00 PM on Thursday, August 12, 2010 (see Addendum #8). Bids will be publicly opened in Conference Room 305, 3rd Floor, 222 W. Hargett St, Raleigh, NC 27601 at 3:05PM on Thursday August 12th 2010. Bids will NOT be received in this location. (see Addendum #8).

Bids will be received for single prime contracts for General Construction. No proposals will be considered unless at the time of filing the same is accompanied by cash deposit, bid bond, or certified check on a bank trust company authorized to do business in North Carolina in an amount equal to five percent (5%) of the proposal. The City Council reserves the right to reject any or all bids and to waive informalities.
In accordance with General Statute GS 133-3, Specifications may list one or more preferred brands as an alternate to the base bid in limited circumstances. Specifications containing a preferred brand alternate under this section must identify the performance standards that support the preference. Performance standards for the preference must be approved in advance by the owner in an open meeting. Any alternate approved by the owner shall be approved only where (i) the preferred alternate will provide cost savings, maintain or improve the functioning of any process or system affected by the preferred item or items, or both, and (ii) a justification identifying these criteria is made available in writing to the public.
Preferred alternates will also be addressed at this pre-bid meeting. In accordance with GS133-3 the following items are being considered by the owner for this project: Enterprise Developer hardware and software products and supervisory services for Instrumentation and Control of HVAC, Door cylinder hardware.
Justification of any approvals will be made available to the public in writing no later than 7 days prior to bid date. The pre-bid meeting will also address project specific questions, issues and bidding procedures.
